Samuel Charap

(RAND Corporation, Washington, DC, US)

Samuel Charap is a Senior Political Scientist at the RAND

Corporation, Washington, DC. He is coauthor with Timothy

Colton of Everyone Loses: The Ukraine Crisis and the Ruinous

Contest for Post-Soviet Eurasia (IISS, 2017), and is regularly

published in Foreign Affairs. He previously served at the US

Department of State, covering Russia and Eurasia.

Timothy J. Colton is Professor of Government and Russian

Studies at Harvard University, Chair of the Harvard Academy

for International and Area Studies, and a member of the

executive committee of the Harvard Ukrainian Research

Institute. In addition to Everyone Loses, has authored several

books, including Popular Choice and Managed Democracy

(2003), and Yeltsin: A Life (2008).
